Significant reductions in violence in Syria and Iraq are the most likely explanation.
According to a report released in January, the 2018 global terrorist attack has fallen 33%. Jane’s Terrorism and Insurgency Centre (JTIC) global attack index shows that non-military deaths from terrorist attacks have dropped by more than a quarter.
Over the course of 2018, JTIC recorded a worldwide total of 15,321 attacks by non-state armed groups, which resulted in a total of 13,483 non-militant fatalities" said Matthew Henman, head of JTIC. " The attack figure represents a significant 33.2 per cent decrease from the recorded number of attacks in 2017."
This data not only represented a new low from 2011, but also produced the lowest annual number of casualties when JTIC began collecting such comprehensive data in 2009:
Islamic State attacks have dropped 71% reducing its death toll by 50%, although the group remains the deadliest in the world in terms of the number of non-militant victims.
In Syria, terrorist attacks are down by two-thirds. As a result, the number of deaths has fallen by almost half.
In 2018, JTIC recorded violent activities by non-state armed groups in 90 countries around the world, compared to 116 countries in 2017.
Unfortunately, In contrast to the general trend:
Attacks in Ukraine have increased by almost one fifth.
Afghanistan becomes the deadliest country in the world in terms of deaths by terrorist attacks, increasing the total by almost a third in 2018 alone.
